Israel to loosen Gaza blockade
The administration of Binyamin Netanyahu, the Israeli prime minister, said on Sunday that it would begin allowing all goods into the Palestinian territory other than "weapons and materials that Hamas uses".
It did not specify what it constitutes as "materials Hamas uses", but Netanyahu's office said in a statement that it would publish a list of goods not allowed into the territory "as quickly as possible".
The announcement marks a change in policy from currently providing a list of goods permitted to enter the territory.
"Israel seeks to keep out of Gaza weapons and material that Hamas uses to prepare and carry out terror and rocket attacks towards Israel and its civilians," the statement said.
"All other goods will be allowed into Gaza."
'Violating international law'
Israel also said that it will consider additional ways of allowing more Palestinians to leave the Gaza Strip for medical and humanitarian reasons.
But Christopher Gunness, spokesman for the United Nations Relief and Works Agency for Palestinian refugees (UNRWA), said the Israeli decision will need to be assessed by deeds and not words.
"We have to look at steps on the ground. On the ground the situation is grim - a humanitarian catastrophe in every sphere of life. So we need to get this illegal blockade lifted," he told Al Jazeera from Cairo.
"With international law, you're either violating or you're not. And this blockade is a violation.
"So if Israel wants to stop being in violation of international law it has to end the blockade, not ease it."

Sebab kapal bantuan itu dikawal oleh pasukan revolusi Iran. Sementara itu lebih dari 110 ribu warga Iran menyumbangkan organ tubuhnya kepada warga korban perang di Jalur Gaza.
Increasingly isolated Israel 'liberalizes' blockade of Gaza
BBC News reports that Mr. Netanyahu has declared his administration will '"liberalise the system by which civilian goods enter Gaza"; "expand the inflow of materials for civilian projects that are under international supervision"; and "continue existing security procedures to prevent the inflow of weapons and war material".' The blockade of Gaza is a result of the control of the region by the anti-Israeli terrorist organization Hamas, which holds the support of the majority of the 1.4 million residents of the small strip of land.
The blockade will continue to prevent landing by sea and the flow of arms and weaponry into the region, but the Israeli government has agreed to oversee the flow of humanitarian aid across the buffer-zone created to contain Hamas violence. Hamas has, unsurprisingly, issued statements that the “liberalization” of the blockade is insufficient, calling the food, clothing, and luxury goods that Israel has agreed to regularly ship into Gaza 'trivial and secondary'.
The agreement of the Israeli government to send in more food and supplies and to consider sending in construction materials, heretofore denied because they would enable Hamas to fortify their bases, has been met with suspicion in Europe and hostility from the Arabs. Syrian president Bashar al-Assad called the Netanyahu administration a 'pyromaniac government' and said there was no chance for peace with Israel.
The decision to lighten the blockade has not generated any positive reactions, and even strong proponent of Israel Tony Blair has begun to turn skeptical toward the Jewish State, joining US leftists in moving towards an even further isolated Israel. The general tensions in the region, however, remain largely unchanged, and despite comments from Hamas, war remains undesirable to all legitimate parties.

In Jerusalem, Israels prime minister, Ehud Olmert, told the nation that Israel was getting close to achieving the goals it set for itself, but that more patience, determination and effort are still demanded.
Mr. Olmert was speaking in the public part of the regular Sunday cabinet meeting, and his words were broadcast to an Israeli populace that supports the war against Hamas in Gaza but is nervous about how and when it will end.
Mr. Olmert gave no time frame, but said Israel must not miss out, at the last moment, on what has been achieved through an unprecedented national effort.
The Israeli military said on Monday that warplanes attacked five Hamas operatives along with weapons caches, tunnels and other targets, while Israeli gunboats fired from the sea. Some of the air strikes were called in by ground forces fighting Hamas gunmen, the military said in a statement.
Israeli officials also said Sunday that the military had been sending reserve units into Gaza since Thursday. They did not specify the number of reservists. The announcement appeared aimed at adding pressure on Hamas but it also raised the possibility of an expansion in the conflict, which began Dec. 27.
